How to Set Up Google Local Service Ads (LSAs)

A step-by-step guide for local business owners who want to show up at the very top of Google — and only pay when a real customer contacts them.

What Are Local Service Ads?

If you've ever searched for a plumber, electrician, or HVAC company on Google and seen listings at the very top of the page — above everything else, including regular Google Ads — with a green checkmark and the label "Google Guaranteed," those are Local Service Ads.

LSAs are different from regular Google Ads in two important ways:

  • You only pay for real leads — not clicks. With traditional Google Ads, you pay every time someone clicks your ad, whether they call you or not. With LSAs, you only pay when someone actually contacts you through the ad — a phone call or a message. No contact, no charge.
  • The Google Guaranteed badge builds instant trust. To run LSAs, Google verifies your business — background checks, license verification, and insurance checks depending on your industry. That badge tells customers Google has vetted you, which makes people far more likely to call you over a competitor without it.

LSAs are some of the most cost-effective advertising available for local service businesses — when they're set up and managed correctly.

Step 1 — Check If Your Business Qualifies

Not every business type is eligible for LSAs. Google determines eligibility based on your industry and location, and the list of eligible categories has grown significantly in recent years.

Industries commonly eligible include: home services (plumbers, electricians, HVAC, roofers, landscapers, painters, general contractors, carpet cleaners, locksmiths, pest control), legal services, financial services, health and wellness, real estate, education, and pet services.

To check if your business qualifies:

  1. Go to ads.google.com/local-services-ads
  2. Click "Get started"
  3. Enter your business type and zip code
  4. Google will tell you immediately whether LSAs are available

If your business doesn't qualify yet, Google regularly expands eligible categories. And if you want to start advertising right away, Google Ads or an omni-channel campaign can get you in front of customers while you wait.

Step 2 — Create Your LSA Profile

Once you confirm eligibility, you'll be guided through setting up your business profile. This is what customers see when your ad appears on Google.

What you'll fill out: business name, business address, phone number, service area, services offered, and business hours.

Pro tip: Your LSA ranking is partly determined by your responsiveness. If you don't respond to leads quickly, Google deprioritizes your ad. Set your hours accurately and make sure you can actually respond during the times you list.

Step 3 — Complete Google's Verification Process

This is the step most businesses find frustrating — but it's also what makes LSAs worth running. The Google Guaranteed badge means something because getting it takes real effort.

Background Check

Google requires a background check on the business owner and any employees who go into customers' homes. This is handled through a third-party provider Google directs you to. Most results come back within a few days.

License Verification

You'll need to upload a copy of your current, valid business license. Make sure it covers all the services you listed.

Insurance Verification

Upload your current certificate of insurance (COI). Your coverage must meet Google's minimum requirements. Call your insurance provider before you start this step and ask them to send you an updated COI — it speeds things up significantly.

Watch out: Make sure the name on your license, insurance, and Google Business Profile all match exactly. Even minor differences — like "LLC" vs. no LLC, or a slightly different address — can cause delays.

Step 4 — Complete Advertiser Verification

Before your LSA can go live, Google now requires all advertisers to complete an identity verification through their Google Ads account. This is a separate step from the LSA background check.

How to complete it:

  1. Sign in to your Google Ads account at ads.google.com
  2. Click the tools icon and go to Settings → Account Settings
  3. Find the Advertiser Verification section and click Start Verification
  4. Confirm your identity with a government-issued ID and your business entity information
  5. Submit and wait for approval — usually a few business days

Don't skip this step: If advertiser verification isn't completed, Google will pause your ads — including your LSAs — until it is. It won't always warn you clearly that this is the reason your ads aren't running, so completing it upfront saves a frustrating troubleshooting session later.

Step 5 — Connect Your Google Business Profile

If you have a Google Business Profile (the listing that shows up on Google Maps and in local search results), connect it to your LSA account. This pulls in your reviews, which display directly on your LSA listing.

Reviews matter more for LSAs than almost any other ad format. Google factors your rating and number of reviews into where your ad appears. A business with 50 reviews and a 4.8 rating will almost always outrank a competitor with 5 reviews and a 4.2 rating, even if that competitor is bidding more aggressively.

If you don't have a Google Business Profile yet: set one up at business.google.com before finishing your LSA setup. It's free, and it's one of the most important things any local business can do for their online presence.

Step 6 — Set Your Budget

LSAs operate on a weekly budget, not a daily one. You tell Google the maximum you're willing to spend per week on leads, and Google serves your ad within that limit.

How to think about your budget:

  • Google will estimate the number of leads you can expect at different weekly budget levels — use this as a starting point, not a guarantee.
  • Your cost per lead varies by industry and market.
  • Start conservatively. You can always increase your budget once you've confirmed the leads are converting into actual customers.

Dispute bad leads: Not every lead is a good lead. If someone calls asking about a service you don't offer, or if a lead is clearly spam or a wrong number, you can dispute it through your LSA dashboard and get a credit. Check your leads regularly and dispute bad ones — it's free money back in your budget.

Step 7 — Go Live and Manage Your Ads

Once Google approves your verification (typically 1–2 weeks after submitting all documents), your ads go live.

Managing your LSAs effectively

  • Respond to leads fast — response time directly affects your ranking
  • Ask every customer for a review — your LSA ranking depends heavily on reviews
  • Check your dashboard weekly — review leads, dispute bad ones, monitor budget
  • Respond to messages too — Google counts message response time the same as call response time

Common Mistakes to Avoid

Uploading expired documents — Your license and insurance must be current. Double-check the expiration dates before uploading — expired documents will get your application rejected.

Listing services you don't offer — This brings in leads you can't fulfill, hurts your close rate, and wastes your budget. Only list services you actually provide.

Setting and forgetting — LSAs require ongoing attention. Businesses that check their dashboard regularly, dispute bad leads, and keep earning reviews consistently outperform those that just set a budget and walk away.

Ignoring response speed — This is the single biggest factor most businesses overlook. If you can't respond to leads during your listed hours, adjust your hours.
